I think you can go a long way towards this by using a Google Drive folder.
Set up a folder on Google Drive, and download the folder of jpegs into it that you want reviewed.
Then sync that folder to one on you pc. G-Drive will sync the contents .
Then give your clients Edit rights to that G-Drive...

Yes, I often use the PS Clone at 20 - 50% or so opacity when I am "cleaning up" an area and expect to do multiple passes until I get what I want.
Then, if I go off to other things and later return, I sometimes forget that the opacity is still set at 20% - and the result surprises me.

I can now do 90-95% of my editing, including small area editing, in Lightroom Classic. Your photo falls into the 10% where PS is still the best tool available.

I first used the LR Enhanced DeNoise to produce a .dng
I didn't really like anything I did using Lightroom only masking tools, or the LR remove or content aware heal tools.

I honestly don't know the limitations here. And it probably needs to be a small jpeg.
